To ask the Secretary of State for Transport, whether DVLA-registered mopeds can be lent to drivers with provisional licenses.

There is no requirement for the rider of a moped to be the registered keeper of the vehicle, whether they hold a provisional or full driving licence. Anyone riding or driving any vehicle must have the appropriate driving entitlement and must be insured fo...
