Before we come to the urgent question, I note that Members have asked me when they can see the defence investment plan report. It is odd that we cannot get it earlier. I appeal to Government: do the right thing by Members of this House and let them see the report. I am told that it is market sensitive, but if it is, why has it been all over Sky?
